China in Africa: A Limited Conquest
The economic and diplomatic presence of the People’s Republic of China (PRC) in Africa continues to generate commentary and analyses that are often unflattering, and there is no lack of argument to denounce its negative effects. However, a detailed analysis of the situation reveals quite a different reality. While it is undeniable that China’s influence in Africa has grown, its economic interests there remain limited.

La Chine et le continent africain célèbrent aujourd'hui leurs retrouvailles. La Chine voit dans l'Afrique un réservoir de matières premières énergétiques et minières. Pour les Etats africains, Pékin est un partenaire commercial idéal, qui n'impose pas de conditions politiques particulières à ses fournisseurs et qui leur assure même un soutien diplomatique. Mais les relations sino-africaines heurtent les intérêts des Etats-Unis soucieux, eux aussi, de diversifier leur approvisionnement pétrolier. Surtout l'enthousiasme de l'Afrique pour la Chine risque de s'émousser rapidement ; à terme, une hausse des prix agricoles aurait un effet négatif sur les économies africaines.
China's Presence in Africa
China and the African continent are currently celebrating the renewal of their partnership. For China Africa is a source of coal and oil, and for the African states China is an ideal commercial partner that imposes no special political conditions upon its suppliers, and even gives them diplomatic backing. But Sino-African relations come into conflict with the interests of the United States, itself concerned about diversifying the sources of its oil imports. A key issue here is that Africa's enthusiasm for China may rapidly fade, because, in time, rises in agricultural prices will have a negative impact on African economies.

Pendant un demi-siècle la République populaire de Chine n'a porté qu'un intérêt limité à l'Amérique latine, une région où les Etats-Unis exerçaient une véritable hégémonie politique et économique. Cette époque d'indifférence est révolue. Depuis cinq ans, la Chine multiplie les investissements du Rio Grande à la Terre de feu et figure désormais parmi les premiers partenaires commerciaux du Brésil, de l'Argentine et du Chili. Cette présence suscite toutefois inquiétudes et interrogations tant en Amérique latine qu'aux Etats-Unis peu enthousiastes à l'idée de voir Pékin s'immiscer dans cette région. La Chine se heurte aussi aux ambitions de l'Inde, également préoccupée par son approvisionnement en matières premières.

For half a century, the People's Republic of China took only limited note of Latin America, a region over which the United States exercised real political and economic hegemony. This period of indifference is today at an end. For five years now, China has been extending its investments from the Rio Grande to Tierra del Fuego, and is now a leading partner of Brazil, Argentina and Chile. Yet, this new presence is raising doubts and anxiety both in Latin America and in the United States, which is less than enthusiastic about China's involvement in the region. China has also run up against the ambitions of India, equally concerned about supplies of raw materials.
